IG 4 Update #23 – Updated walled garden, improved admin page GUI

This update adds the following enhancements:

• Updated the HTTPS Walled Garden module to close stale connections faster
• Tightened GUI Admin Page framework to prevent execution of javascript codes passed in via standard GET parameters

Note: this update does not require reboot.
